Industry Trends

For the paper box industry, closures and price hikes were the "main themes" in 2018. 2018 was a year of industry reorganization! The strong became stronger, the weak became weaker, and even some were directly eliminated. Now, the editor will present to you a list of environmental rectification measures in multiple regions for 2018. Please cherish it! 

1. Henan 

In the "2018 Industrial Enterprise Green Upgrade Campaign Plan" recently released by Henan Province, starting from October 1, 2018, it is required that key enterprises complete the special emission limit transformation, covering industries such as inorganic chemicals, synthetic resins, caustic soda, polyvinyl chloride, nitric acid, and sulfuric acid. The environmental entry threshold for industries with VOCs emissions will be raised. New enterprises with VOCs emissions must be located in industrial parks, and a reduction or doubling of VOCs emissions within the region will be implemented. The substitution plan will be incorporated into the enterprise's pollutant discharge permit and included in environmental law enforcement management. 

2. Langfang, Hebei Province 

It is understood that from May 1st until September, all key VOCs (volatile organic compounds) emitting enterprises in Langfang City, Hebei Province, that failed to meet the relevant emission requirements set by the state, province and city, have all been required to implement production suspension or reduction. 

The scope covers the chemical industries such as pharmaceuticals, pesticides, rubber products, and coatings throughout the city. It also involves multiple industries including industrial painting of automobiles, wooden furniture, and construction machinery. 

3. Tangshan 

Carry out the "scrutiny and rectification of scattered, polluting and backward enterprises" and strengthen the action for comprehensive improvement. 

Action Date: May 10th, 2018 to June 30th, 2018 

"Disorderly and polluting enterprises" refer to those that do not comply with industrial policies, do not conform to local industrial layout plans, have not obtained relevant approval procedures such as those from the development and reform commission, industry and information technology department, land department, environmental protection department, industry and commerce department, safety supervision department, water conservancy department, and power department, and are unable to maintain stable emission standards. 

4. Guangdong 

Identify and clarify all "disorderly, polluting and backward" industrial enterprises, and implement classified rectification. 

Time:

The investigation and assessment stage (May 10, 2018 - June 30, 2018) 

Cleaning-up and rectification stage (July 1, 2018 - September 30, 2019) 

Review and Summary Phase (October 1, 2019 - December 31, 2019) 

5. Hubei 

The entire province has been resolutely shutting down and dismantling all enterprises that do not meet environmental protection standards! 

In 2018, the first batch of provincial environmental protection inspections was fully launched. Four provincial environmental protection inspection teams have been established, each responsible for conducting environmental protection inspections in four cities (cities and prefectures), namely Huangshi City, Shiyan City, Xiangning City and Enshi Prefecture. 

6. Shaanxi 

According to the "Three-Year Action Plan for Addressing Air Pollution in Shaanxi Province and Winning the Blue Sky Defense Battle (2018-2020)" issued recently, in the summer (from June 1st to August 31st), the surface coating (including auto repair) and packaging printing industries in the Guanzhong region will implement staggered production (stopping production from 10:00 to 16:00). Each city in Guanzhong can formulate stricter staggered production requirements based on local actual conditions. 

7. Chengdu 

From November 2018 to February 2019, key enterprises that emitted nitrogen oxides (NOx), sulfur dioxide (SO2), soot and volatile organic compounds (VOCs) (excluding those included in the list of ultra-low emission enterprises) were subject to production restrictions and shutdowns. Additionally, all four provincial environmental protection inspection teams in Sichuan Province have completed their inspection deployments. 

Recently, the Ministry of Ecology and Environment released the implementation status of environmental protection inspections' rectification efforts in seven provinces (municipalities) including Beijing, Shanghai, Hubei, Guangdong, Chongqing, Shaanxi and Gansu. Through these inspections and rectifications, a number of long-standing environmental problems that were difficult to solve have been resolved. 

From May 9th to the end of June, 150 inspection teams composed of experts from environmental law enforcement and solid waste management departments across the country were dispatched to 11 provinces in the Yangtze River Economic Belt to conduct on-site verification and supervision of over 1,400 solid waste storage sites.
